Troy & Dawn Dugan, Pastor
My name is Troy Dugan, I am the founder and CEO of Operation Outreach Ministries, a 501C3, non-profit organization that started with a vision that God placed on my heart to bring hope in times of major devastation and extreme tragedy that is brought on by natural disasters and war. I am also the Senior Pastor at Overcomer’s Christian Church in Mount Vernon, Ohio, a strong supporter of missions that reach far and wide through many different ministries.
My name is Dawn Dugan, I am an elementary school teacher and partner in Operation Outreach Ministries. I was raised all over the world as a military brat and have seen first hand devastation from natural disaster and war. Troy and I sincerely have a vision and a calling to help people all over the United States and the World. We have been so blessed in being able to reach people far and wide. We hope to, not only provide immediate relief to those in need, but to provide lifelong skills and abilities to help sustain them for years to come.
Brian & Davida, Associate Pastor
Brian and Dee have been married for over 40 years and 25 years ago they began a life in Pastoral Ministry.
Since that time, they have started several churches in three different states.
Always willing to answer God’s call to yet move again, even if only to set one person free in Jesus Name, the Scott’s have given their lives and their all to see God move.
Pastor Brian is a teaching pastor who loves God’s Word, while his wife Davida loves singing and has served as worship leader in many churches along the way.
Together they love helping people come to the knowledge of Jesus Christ.
We are excited to begin a new endeavor at Overcomers Christian Church.

Women’s Ministry
The Women’s Ministry was founded by Rebecca Miller, whose goal was to see visions birthed and dreams fulfilled through Christ. The Women of Overcomers Christian Church have continued to fulfill Rebecca’s efforts through their outreach with the homeless population and women’s home at Touchpoint in Mt. Vernon.
